Fits well over my KLIM Induction mesh jacket of same size (large in my case). Good light item that folds well into a small package that I can easily store in my panniers. Haven't tested it in rain yet, but have a a KLIM Goretex Blade Jacket that works well in rain. So, fully expect this to do the job.
